Making College More Accessible and Affordable, Improving Literacy Materials | | - Led efforts among UC Regents to repeal discriminatory admissions
guidelines. Advocated for a revamped admissions process, including the elimination of SAT scores as the sole admissions criteria, a more comprehensive review of applicants, and a dual admissions program, in which students may be granted conditional acceptance after completing a transfer program at a community college. - As a CSU Trustee, led efforts to develop a Doctoral Program of Education.
- Launched the College Opportunity Outreach Program (COOP), in February of
2001 to promote the state’s new $1.2 billion Cal Grant guarantee program and encourage high school students to apply. Bustamante’s statewide tour of high school campuses, advising students on available financial resources, has spurred a 14% increase in awards of Cal Grants statewide. - Served on the UC Merced “Red Team” to help expedite the development of the
10th University of California campus in the historically underserved Central Valley. - Sponsored legislation (AB 16 - Hertzberg) to place a multibillion dollar
bond measure on the 2002 ballot, which would build more K-12 schools, colleges and universities. - Original author of the Schiff-Bustamante Standards-Based Instructional
Materials Program, which appropriates $250 million annually for school textbooks through 2002. Bustamante also sponsored legislation that will provide continued funding for this program after 2002. - Successfully urged the State Board of Education to limit Schiff-Bustamante
funds to the purchase of standards-based instructional materials only.
